FOREWORD
In sync with the vision of restoration, transparency, accountability, intergenerational equity, and sustainable development of the Asafo communities, coupled with the goal of exemplary leadership of the Akwamu Divisional Council, this second annual report, (2022 Report), has been prepared.
It is hoped that readers will find it interesting and informative, and that this report could serve as a guide and a benchmark for good governance at the traditional level, which we at the Ahwamu Division, and in particular, the Afaso Ftrↄ, seek to achieve and promote. The development of our people and our communities, in harmony with the Asante customs, norms, statutes and values, is what drives our chieftaincy institution, and this is what we stive to achieve.
This brief account provided in the 2022 Report covers the major activities undertaking and any omssions on our part is not deliberate. We hope all stakeholders will appreciate the effort made and may contribute to future editions of the Akwamu Annual Reports.

1.0 Introduction
In this document covers the report of the activities of the Akwamu Divisional Council for the year 2022. This year’s report is the second in a series that documents the programs of activities carried out during the reporting year, and indicates the progress that was made throughout the year. The report is structured around the very major activities and events that took place in the year, such as land allocations within the Asafo Communities, official assigned undertaking for and on behalf of Otumfoↄ, the Ashanti Regional House of Chiefs and the Kumasi Traditional Council. It also covers the Awukudae festivals organized by the Asafohene/Akwamuhene and the cases/complains (including Ntam cases) handled by the Akwamu Divisional Council and the Asafo Fetrↄ courts.
2.0 MEMBERS OF THE AKWAMU DIVISIONAL COUNCIL
The Akwamu Divisional Council, a subsidiary of the Kumasi Traditional Council is made up of the Akwamu Fekuo and Asafo Fetrↄ, with the Asafohene/Akwamuhene, Akyamfoↄ Asafo Boakye Agyemang-Bonsu serving as the Head of the Divisional Council and supported by its able Secretarial staffs. Akwamu Fekuo, excluding the Amanhenes with the Fekuo, comprises of the Asafo Fetrↄ, Adum fetrↄ, and Twafour fetrↄ. The Akwamu Divisional Council is under the Kumasi Traditional Council and was formed by the Asanteman Traditional Council headed by Asanteman. The Akwamu Divisional Council and the Asafohene and Elders (Asafo Fetrↄ) courts address religious, cultural, social, economic and developmental issues pertaining to the Akwamu Divisional Council and the Asafo Community.
The members of the Akwamu Divisional Council (Akwamu Fekuo, less the Amanhene) and the Asafo Fetrↄ are provided on the Annex 1 and the Annex 2 respectively.
3.0 CASES HANDLED
3.1 Akwamu Fekuo Cases
Even though the Akwamu Divisional Council handles several cases, most of the cases handled by Akwamu Fekuo are mainly Otumfour Ntamkese cases. Some of these cases labelled as resolved are those Ntamkese cases that have been forwarded to Otumfour (i.e. the Kumasi Traditional Council) as the tradition demands.

4.0 LAND ALLOCATION
4.1 Akwamu Stool Lands Management System (AKSLMS)
The Akwamu Stool Lands Management System is a software developed by the
Asafohene/Akwamuhene to help with the effective management and allocation of lands/plots within the Asafo Communities.
It is an effective land management tool designed principally to avoid double “sale” and allocation of lands/plots within the Asafo Communities with the view to eliminating land disputes which has bedeviled the institution of chieftaincy. The software has a user interface and an operation phase once logged in. It recognizes two main users, i.e. the Administrator and the Office staff (user). The Administrator is the Super User who creates new users and assign them with user names, passwords (which needs to be changed at the first time the user logs into the system), and the duration a user is allowed to use the application. The Supper User can at any time deactivates the user(s).
Figures 1 and 2 show the landing/home and the operational pages respectively. Users log in with the username and passwords and depending on the user rights can perform lands/plots allocations or have an overview of allocated lands/plots.
By signing into the AKSLMS, the user can create a subfolder for an allottee after entering the required information about the land/plot. Land/plot allotees are to provide the following information to users of the AKSLMS before an allocation can be generated by the software:
- Name of Allotee
- Information on the intended use of land
- Cadastral site plan which has detailed information on the coordinates of the land/plot
- Mother allocation from the appropriate Asafo Community Head
- A passport photo
- Ghana card or other valid national identification card, e.g. passport
- Digital address (GPS)
- Receipt of payment of allocation administrative fees
- Telephone number/email address
One additional information required before a plot of land is allocated is the land inspection certificate (LIS). The land inspection certificate is issued by the Land Coordinator of the Office of Stool Lands at Asafo Ahenfie. Upon receipt of the site plan from the allottee, the Land Coordinator and his staff (Land Inspectors) do a filed visit to ensure that the land for which an allocation paper is being sought for is valid and that the plot has been duly assigned to the allottee by the appropriate Asafo Community Head.
All the above documents are scanned as appropriate and uploaded into the AKSLMS system before a user can generate the allocation letter. The AKSLMS checks that the above documents are uploaded, and the coordinates of the plot/land are rightly keyed into the system. Once done the software automatically generates and issues a unique identification (ID) number to the plot of land (prefixed AKLS…..), and send an email to the Super User with the allocation letter attached to the email. These automatic processes are unknown to the user and hence not managed by him/her. The Super User then prints, signs and appends a seal to the allocation letter before the Community Head counter signs.

4.2 Lands/Plots Allocated in 2022
The Table 1 below shows the number of allocations issued per town, gender, couples, age
(children), and family and by organization. In the year 2022, three hundred and fifty-eight (358 plots) drink money was collected by the sub-chiefs. Two hundred and ninety-five were the total allocations issued for the year 2022.Breaking them down, one hundred and fifty three (153) were issued to men and eighty four (84) to women. The remaining fifty four (54) allocations issued were to couples, families and organizations. Annex 3 provides the details of all plots allocated in the year 2022.
Table 1 below shows the number of allocations issued per town, by gender, by couples, by children, by families and by organizations.

5.0 AWUKUDAE FESTIVAL CELEBRATIONS
Awukudae celebrations were celebrated by Akyamfoↄ , together with his council of elders and the general public at the Asafo Palace on 5th January , 16th February, 30th march, 11th may , 22nd June , 3rd August , 14th September , 26th October and 7th December. Below are pictures of the respective celebrations.
With the previous Awukudae Celebration no individuals, institutions and organizations were invited to give talks on a particular topics, but the change in how the Awukudae was celebrated began on 14th September, 2022 where the National Commission for Civic Education (NCCE) and the Office of the Administration of Stool Lands were invited to give a talk. The NCCE presentation was done by the Ashanti Regional Head Margret Konamah under the topic, Sustaining our Democracy: Ghanaian Values in practice: The Role of the Chiefs: the role of the Chiefs are Cultural Leadership, Symbol of Unity and Peace, Initiative Development and Technological Innovation.
Stool Lands Commission presentation was done by Stella Owusu Ansah and she talked about Establishing an account for Stool Lands revenue, collection and distribution it fairly among states holders.

On 26th September 2022 The Lands Commission were invited to celebrate Awakwudae with Akyamfuo Asafo Boakye Agyemang-Bonsu. Their presentation was done by Christopher Ayebono Atanga Esq. under the topic New Land Act 1036(2020). He therefore educated the Chiefs on the new Land Act and the conceqences that they may face when they breach the Act.

On 7th December Akwamu Land Secretariat invited a Heath Professional and the Ghana Police to give their talk for the last Awakwudae of the year 2022. Unfortunately with time Ghana
Police couldn’t give their talk but Dr. Isaac Opoku Antwi talked about Prostate Diseases affecting men and how to prevent it.

6.0 SWEARING- IN CEREMONY
Among the series of activities that were held at the palace also was a swearing-in ceremony for the various chiefs, Setiase Dikro in person of Nana Gyamfi Kumani, Adumasa Dikro in person of Nana Owusu Banahen, Soodohene in person of Nana Kwaku Agyekum and Kyeame Nana Akwasi Frimpong. The event was held on Tuesday 24th may, 2022.

7.0 2022 BOMPATA AREA ROYALS CONFERENCE
On Saturday 26th November, 2022 the royal conference was held at the Church of Pentecost at the Bompata Area (MK Yeboah Auditorium, Asafo-Kumasi with the theme equipping royals to possessing the Nations.
The program was led by Akyamfuo Asafo Boakye Agyemang-Bonsu (chairman-chieftaincy ministry Bompata area together with Aps. Yaw Agyei-Kwarteng as the area head-COP, Bompata and Pastor Cornelius Edem Lotus being the area coordinator Participants were Chiefs, Queen mothers, Palace Elders, Linguists, District and Local Executive members.
Akyamfoↄ made presentation titled “Rediscovering the church’s apostolic nature – equipping royals to possess the nation”. In his presentation, Akyamfoↄ said among others that “The bible talks about kings from Genesis through to Revelation, but the people of GOD did not happen until Israel cried to GOD for a king to rule over them. Hither to GOD appointed leader as judge over transition of leadership in Israel. The entire book of First Samuel does describe the transition of leadership in Israel 1 Samuel 9 and 10”.
Unfortunately we have belittled the “Institution of Kingship (IOK)” and have branded it as “Institution of Chieftaincy (IOC). The command to the Church is to go to all Nations, into all the world which includes Ghana, Asanteman and by default its Kingship Institutions and infact to preach to every creature (ref.Mark 16:15). The Church needs to consider the whole world as its mission field, not in the rethorical but in literal sense of the word. The article 272 of the 1992 constitution on functions of the National House of the Chiefs states that the National House of Chiefs shall:
- Advise any person or Authority charged with any Responsibility under Constitution or any other Law for any matter relating to Chieftaincy.
- Undertake the progressive study, interpretation and codification under customary Law and the compiling the customary Laws and lines of succession applicable to each Stool.

In Rediscovering the Church’s Apostolic Nature, the good news is that the Church of Pentecost has realize the Church has a mission to all people everywhere including Traditional Leaders and Royals who are Christians to remain loyal to Christ and also use them as catalyst to reach out to other Traditional Leaders. Paterson who is a healthcare chaplain and lead trainer with NAS Scotland states “while informational learning can happen in solitude transformational learning requires relationship.
The Church being conscious of its Apostolic Nature can now work with the Institution Chieftaincy to fulfill the IOC’s Constitutional mandate to undertake an evaluation of Traditional Customs and usages that are outmoded and socially harmful.
Christians active participation with Chieftaincy would enable Chaplaincy to provide the Education and Counsel indeed to facilitate spiritual growth of individuals and cultural transformation in IOC.

8.0 BACK TO SCHOOL PROJECT
8.1 Support to Basic School
The Awere Atwatia Stool had set as one of its development support priorities the provision of support to basic schools with the Asafo Community. In implementing this, two schools were chosen as pilot with the aim to enhancing the reading and learning skills of children at the kindergarten and Primary 1 to 3. The Awere Basic School at Asafo, Kuamsi and the Ampabame No.2 Basic School were selected as pilots.
Work on this started in February 2022. It was immediately discovered that some other priority needs of the school had to be undertaking before the pilot project itself could commence. Construction of toilet facility for Asafo Aware Basic School Basic School and Renovation of Ampabame No. 2 R/C Primary building.

8.2 Distribution of Exercise Books (Back to School Project)
The Back to School Project is an Educational initiative by Otumfoↄ’s
Akwamuhene/Asafohene Asafo Boakye Agyemang-Bonsu. This Educational project was commenced on the 2022/2023 academic year. Educational items i.e. Exercise books, Textbooks and Pencils worth GHS 55,000.00 were distributed among schools under the Asafohene’s townships in Kumasi Metropolis, Atwima Kwanwoma District and Amansie West District. The enormous schools that benefited from the project were:

9.0 YPYC-MTN PULSE TRANSFORMS AFRICAN CONFERENCE
The 13th YPYC-MTN pulse transforming African conference and African role model awards was held at the great hall of the Kwame Nkrumah University of Science and Technology on the 27th august, 2022. It was the 13th version of the intellectual discourse under the distinguished patronage of Asantehene’s representative Akamuhene Akyamfoↄ Asafo Boakye Agyemang-Bonsu. The conference was chaired by the vice chancellor of Kwame Nkrumah
University Science and Technology prof. Rita Akosua Dickson and quest speaker was COP Kofi Boakye. Dubbed, “the homecoming summit”. The conference was hosted by the torchbearer of the YPYC Andy Osei Okrah. The side attraction was the launching of the book titled YOU ARE A LEADER by Andy Osei Okrah.

On Friday 30th September 2022, the Otumfoↄ Akamuhene (Akyamfoↄ Boakye Agyemang – Bonsu represted his royal majesty Otumfuo Osei Tutu II at the investiture and swearing in of Dr. Kwame Addo Kuffour as the first chancellor of the Kumasi Technical University

Ghana), H.E Agyekum Kufour (former President of Ghana), Prof. Mark Oquaye (former Speaker of Parliament, Ghana) and Honorable Osei Kyei Mensah Bonsu. 11.0 GHANA TOURISM DEVELOPMENT PROJECT
On 21st October, 2022 Ghana tourism development project orientation program was held at Miklin hotel in Kumasi. Otumfoↄ Akamuhene Akyamfoↄ Asafo Boakye Agyemang-Bonsu chaired the orientation. The work shop was about the new tourism act that was to be used for the implementation of the new tourism art and also was to improve the tourism sector in Ghana.

13.0 77TH REMEMBRANCE DAY CELEBRATION
On the 11th November, 2022 Akwamuhene represented his royal majesty Otumfoↄ Osei Tutu II at the 77th Remembrance Day celebration at Adum near Opoku trading.
The Ashanti Regional Minister and the Ashanti Military Command, the Ashanti Police Command and among others were all present to celebrate the occasion.

14.0 NATIONAL DISTRICT AWARDS
On Saturday 19th November, 2022 the first national districts awards was held at Kwame
Nkrumah University of science and technology. Otumfoↄ Akamuhene (Akyamfoↄ Boakye Agyemang-Bonsu was present at the national districts awards. A guest artist Agya Koo Nimo was also there to grace the occasion with his music.
It was the first awards held for the District Assembly, Municipal Assembly and Metropolitan assembly for their enormous contribution to the development of their various Assemblies in Ghana. A citation was awarded to some of the Assemblies over their hard work and contributions to the county.
First citation was awarded to Adenta Municipal Assembly, they placed first in sanitation.
Second citation was also awarded to Krowor Municipal Assembly; they also placed second in sanitation.

16.0 LOCALIZATION OF SDGs
On Wednesday 30th November 2022 at Prempeh Assembly hall, Kumasi A seminar was held to give an education on Localization of Sustainable Development goals(SDG’s)and how it’s going to help in our locals or society by way of ending poverty and inequality and also to ensure the people get good health, justice and prosperity. The seminar was chaired by Otumfoↄ Akamuhene Akyamfoↄ Asafo Boakye Agyemang-Bonsu. Among the dignitaries presents were Txema Palazon president of MANRA, Victor Constantino Mayor of Praia and Hon. Samuel Pyne Kumasi Mayor.

17.0 FARMERS’ DAY CELEBRATION
On one Good Friday 2nd December, 2022 which was deemed as the farmer’s day, his Royal Highness Akyamfoↄ Asafo Boakye Agyemang-Bonsu was present for the celebration at the Kumasi Jubilee Park. He spoke to encourage the people that were presented how important farming is to the country and encourage all also especially the youth to venture into agriculture sector (business) he then admonishes all to consume more of the local produce.
A lot of exhibitions of local goods were made as well as cultural activities being displayed.

18.0 PRESENTATION OF KOKOBEN LOCAL PLAN
On Thursday 8th December 2022 at Atwima Kwanwoma District Assembly, Akyamfoↄ was welcomed at the District Assembly office where his town plan for Apemanim Kokoben was shown to the District Assembly, discussed and approved.
The entire District Assembly and committee members present were happy and thrilled about the plan which the king had shown them and commended him as the vicious king.
After the meeting with the District Assembly the king went on tour on the towns that were shown on the map.

19.0 ASAFO HOME COMING
A home coming was organized at the end of the year 2022 which was commenced on the last Friday of the year. On that day a cleaning exercise took place and the major program was inaugurated by the king. On 31st of December the king had a health walk with the Asafo community and had a meeting with the organizers who by their help made the program a success, out of the meeting the Asafo Community Board executives were formed and was inaugurated into office on the year 2023 January 18th.
A lot of funfair and other games went during the home coming; some of the games were football, draught, ludu etc. Thanks giving service was held on the first Sunday of 2023.

20.0 FUNERAL ATTENDANCE
The Asafo Palace on 18th April, 2022, 14th September, 2022 and officially received news of the demise of Baffour Asare Nimako and Nana Boakye Yiadom (Bebu Dikro). Late Bebu Dikro was laid to rest on the 19th November, 2022. Akyamfoↄ Asafo Boakye Agyemang-Bonsu in grief paid his last tribute to the late Bebu Dikro. He showed up in his palanquin and fireworks were made as his way to mourn the late Bebu Dikro.
